Ryan O'Leary

Ryan is the Planning Manager for the Central Region based at TPG’s Palmerston North Office.

Ryan gained over 15 years’ experience in resource management roles in local government. Ryan specialises in providing technical and strategic planning advice. He has experience coordinating multi-disciplinary project teams and a high level of expertise in the preparation and decision making of Resource Consent and Notice of Requirement applications and. Ryan has also facilitated several Pre-Hearing Meetings and is a certified Hearings Commissioner.

Ryan has been involved in a variety of significant public and private projects. These include commercial developments, heritage projects, waterfront developments, justice precincts, large- scale infrastructure projects, comprehensive multi-unit residential developments, childcare centres, big box retail, solar farms, supermarket developments, and significant rural-residential developments on the urban fringe.

Ryan has prepared evidence and appeared as an expert witness at both Council hearings and in the Environment Court. He has been involved in community consultation, Environment Court mediation, and has acted as a Facilitator in Pre-Hearing Meetings for resource consent applications.
